Welfare for Weed: Colorado Allows EBT Withdrawals at Pot Shops

Amid the growing debate about the legalization of marijuana, Colorado GOP lawmakers are trying to make it a little tougher for people receiving welfare or other federal government benefits to spend that money on marijuana.

Colorado pot shops currently have ATMs where welfare recipients can withdraw cash using their EBT cards. A State Senate committee rejected Republicans’ proposal to close this loophole.

Here’s more on last week’s vote from AP:

Sen. Vicki Marble, R-Fort Collins, said Colorado’s new legal pot industry needs to make sure not to invite federal scrutiny through improper cash withdrawals at recreational or medical marijuana stores.

“Already we are operating an industry which is not allowed under federal law,” said Marble, one of the chief lawmakers involved with Colorado’s marijuana regulation bills.

If federal authorities notice public benefit card use at marijuana shops, “I have a feeling we’re going to see trouble we’re not ready to deal with,” she said.

Democrats on the committee said some neighborhoods have few ATMs, and the Legislature should address those banking deserts before piling on places where public assistance cards can’t be used.

“I’m not comfortable limiting that access until I’m certain we’ve done that due diligence to make sure people can access their benefits when they need to,” Sen. Irene Aguilar, D-Denver, said.

Lawmakers wanted to add legal pot shops and strip clubs to the list of places where EBT cards cannot be used to withdraw cash. The list currently includes casinos, gun stores and liquor stores.

Colorado State Rep. Jared Wright (R) called the vote a “political move” by Democrats and warned that it will backfire.

He believes it’s “unfair” to be encouraging people who may have past or current struggles with addiction to spend their money on marijuana.

“It seemed like the right thing to do,” Cpl. Jeremy Walsh said. “I had something that somebody else needed that I didn’t need.”

That aptly sums up the intentions of the Odessa, Texas police officer and Army vet whose simple act of kindness was captured in a photo unbeknownst to him…and is now going viral.

Walsh approached a homeless man in town with whom he’s built a rapport, notedKEWS-TV in Midland, Texas. Walsh knew that the man, who goes by A.J., had been on the street for some time without footwear.

“From what he’s told me he was in Colorado for a good while,” Walsh told KEWS. ”He ended up getting frostbite and losing the front part of his feet.”

“He used to have some steel-toed Dockers,” Walsh added. “They ended up falling apart on him. Well, I have some boots that I never wear because they’re a size too small and they’re just collecting dust in my closet so I figured A.J. could use them a lot more than I could.”

Walsh didn’t realize that while he was giving A.J. his boots and a bottle of water, a woman inside a local restaurant noticed their interaction and took a photograph. It eventually ended up on theFacebook page for the City of Odessa and is now an Internet hit. Walsh told the Odessa Americanthat the event happened two weeks ago.

It wasn’t easy getting A.J. — a “rugged” and “private” man — to accept the boots, Walsh told the Odessa American, adding that he sometimes becomes agitated when people try to “force” items on him.

They’ve known each other for a while, though, and Walsh said he eventually convinced A.J. to accept the boots — although on A.J.’s requested condition that he’ll pay Walsh back.

“He likes to do the one-for-one sort of thing,” Walsh told the Odessa American.

“I saw him today, he said, ‘I haven’t forgotten about ya.’ I said ‘It wouldn’t be a gift if we were trading bro,’” Walsh added to KEWS.

For A.J.’s part, he told KEWS that he’s grateful for the officer’s actions but is concerned the attention the photo has been getting is keeping Walsh from his regular duties.

TheBlaze contacted the restaurant from where the photo was taken. Owner Gail Kimbrell, whose daughter Ronda snapped the pic, said “we’re all worried sick over” A.J. The temperatures Wednesday night into Thursday morning are predicted to head below freezing, with wind chills making it feel below 20 degrees. “I don’t know what we were gonna do,” Kimbrell told TheBlaze. “He refuses to go anywhere.” Kimbrell’s daughter told the Odessa American that a local homeless shelter, the Jesus House, hasn’t been able to convince A.J. to accept any help.

Odessa police confirmed that they cannot force A.J. to move. “Our hands are tied,” a police spokeswoman told TheBlaze. “He’s not breaking law.”

Still, Kimbrell said, since the photo hit the Internet, she’s witnessed car after car coming up to A.J. “nonstop” and leaving items to help him out. “Packages of brand-new blankets,” she said. “My neighbor owns a bakery, and they’re feeding him…but he doesn’t want any attention.”

Kimbrell added that she knows that Walsh, the officer, was “embarrassed,” too, by the unexpected attention.

Still he is happy he can help.

“I’ve had a lot of supportive comments and pats on the back from the guys,” Walsh, who’s been with the department for two years, told KEWS. “Transients or homeless people, they’re still people. If I can help him or anyone else, I can and I will.”

Rosenberg Cop Gets National Attention For Heartwarming Game Of Catch With Boy

Sgt. Ariel Soltura of the Rosenberg Police Department is being hailed as something of a hero for taking time out of his patrol on Saturday afternoon to play catch with a young boy at an apartment complex.

The dash cam video of the six-year veteran of the department throwing a football with Jermaine Ford, 10, of Rosenberg has already had over 4,700 shares on Facebook, and Soltura has made the rounds on local TV for taking time out to interact with Ford.

On Monday morning, the officer said that he’s blown away by the response the video has had. By the end of the Monday, he says he will have spoken with CNN, ABC’s Diane Sawyer, and Inside Edition. The video was on Good Morning America on Monday.

He said he was just doing something normal.

“It’s just part of the policeman-in-the-community philosophy our department has. Just a minute of your time to make a big difference in someone’s life,” said Soltura.

After finishing up a routine traffic stop, Soltura noticed a lonely Ford holding a football and the officer decided to engage with the young man.

“It was just two guys throwing a ball around on a Saturday afternoon,” said the officer.

Soltura has found out through the grapevine that Ford now wants to be a cop himself, and some locals have offered the boy a spot on a youth football team. He also said he heard that an academic scholarship offer has been made to the boy, too.

Soltura is the father of a 5-year-old and hopes that if his child were like Ford that an officer would take the time to interact with him the way he did.

He’d like to meet Ford formally if he can, to at least shake his hand and meet his mother.

Rosenberg’s police department’s presence on Twitter and Facebook has made them one of the most accessible and dare say, hip, police forces in the state. They have monthly “tweetalongs” where their followers can shadow officers on patrol. It’s sometimes boring when nothing is happening, but it offers civilians a glimpse into what cops do.

“The public is thirsting to see officers in their natural element,” said Soltura. “It’s largely a selfless job.”

They’ve few if any negative responses to their social media presence, and Soltura said that he’s gotten emails from as far off as Australia and Newfoundland, with their foreign counterparts wanting to know how they can engage with citizens.

Soltura said their next goal is to reach out to the Houston Texans and J.J. Watt to see if the defensive star would like to be an honorary sergeant for a day.

More than 825 robberies were reported in Cleveland for every 100,000 residents last year, the second highest robbery rate in the nation behind only Oakland. The total number of robberies in the city rose from 3,156 in 2011 to 3,252 in 2012. Cleveland also had the nation’s second highest burglary rate in 2012, with close to 2,500 burglaries per 100,000 residents. Unlike robbery, burglary doesn’t involve force or coercion and is not considered a violent crime. Recently, the highly publicized discovery of three women that had been missing for roughly a decade and held captive within the city led to extensive criticism of the Cleveland Police Department. Cleveland is one of the nation’s poorest large cities with a median household income of just $25,731 in 2011—barely over half the national median.

While the total number of murders increased, total gun crime fell by 6% compared with 2011, according to the Baltimore Police Department. In addition, the city’s property crime rate of 4,660.3 cases per 100,000 residents was lower than any of the top cities for violent crime.

But while both robberies and aggravated assaults rose last year, the number of murders declined from 34 in 2011 to just 17 in 2012. Gun violence remains a concern for the community. Recently, police began reaching out to known gang members on probation or parole to offer help to members looking to earn a high school diploma or otherwise improve their lives. As of 2011, just 78.4% of New Haven residents over 25 had a high school diploma, much lower than the 85.9% rate nationwide.

City residents are in a far worse economic position than the nation as a whole. The median household income in Birmingham was just $28,646 in 2011, far lower than the $50,502 across the U.S. Also, 32% of the population lived below the poverty line that year, compared with just under 16% nationwide.

The median household income was just $23,380 in 2011, the second-lowest of all 555 cities measured by the U.S. Census Bureau.
